Third Party Verification for Final Impact Assessment of DFID’s Peacebuilding Support in Khyber Pakhtunkhwa

Objectives of the assignment were:


  • Review the implementing agency’s proposed methodology for the final impact assessment, including sampling, data collection, and data analysis, and submit recommendations to DFID on how to strengthen these
  • Accompany and monitor the data collection process for an agreed sample of respondents to verify that the agreed methodology is appropriately followed.
  • Verify the accuracy of the data collected by the implementing agency through call backs to an estimated 400 survey and interview respondents.
  • Gather feedback on the programme from key beneficiaries, including police officers (men and women), prosecutors, members of government-citizen engagement fora, community mediators, and key staff from the Department for Home and Tribal Affairs.

Services Provided

Purpose of field monitoring: monitor the data collection process for an agreed sample of respondents to verify that the agreed methodology is appropriately followed. Purpose of beneficiaries’ feedback: The verification exercise involved field survey, monitoring and verification call backs to ensure the accuracy and quality of data collected. In addition, Semiotics was required to gather feedback on the programme from key beneficiaries, including police officers, prosecutors, members of government-citizen engagement fora and community mediators. The aim was to obtain feedback through a third party, providing impartial perspectives on programme components, progress and way forward. Selected beneficiaries were interviewed and engaged in discussions, and findings from these sessions are presented in this report.
