DigiSkills - Monitoring & Evaluation (M&E) Project

IGNITE’S national Digital Skills (DigiSkills) Program aims to train one (1) million people across the country over a period of 2 years approximately and does so through three interlinked projects: DigiSkills Training Project; DigiSkills Outreach Project; and DigiSkills Monitoring & Evaluation (M&E) Project. Under the DigiSkills Training project, a large public University engaged in e-learning has been engaged and has started to impart on-line training through web-based training platform and Learning Management System, along with development of necessary training content to enable one million Pakistanis to enroll and take free online training courses. Under the DigiSkills Outreach project, a private sector firm has been engaged to design and implement its outreach content and strategy for the outreach channels e.g. Digital, Print), Electronic, and PR.

Semiotics Consultants Pvt. Limited has been selected through an open-bidding to be Ignite’s DigiSkills M&E Partner Organization to monitor and evaluate real-time progress of DigiSkills Training Project & DigiSkills Outreach Project and incorporate the findings and lessons learnt on an on-going basis to enable “continual learning” and improvement.

Semiotics is undertaking the M&E partner role in the DigiSkills.pk project, funded by Ignite National Technology Fund, by implementing the M&E plan to assess the progress of the project. This, in turn, aims to ensure appropriate project implementation (training and outreach) of the project partners (VU & MCom, respectively) in accordance to their respective contracts with Ignite, TORs and their designed implementation plan. To assist in the monitoring function, Semiotics uses a BI-based performance monitoring system, to provide real-time and periodic information to address M&E indicators. At the same time, the performance monitoring support helps ensure smooth implementation and progress of the project. Semiotics also undertakes periodic review of deliverables submitted by partners. A knowledge repository based on submitted deliverables and other documentation is also maintained. In addition, Semiotics has a responsibility of ensuring financial progress and compliance by the partners and conducted two telephonic surveys of trainees’ income & earnings and evaluation of courses (one was web-based/telephonic survey and second was Android-based/telephonic survey)
