The objectives of the study were: To assess the contribution of the private sector in the development of S&T in the country and broad technological needs of the private sector, suggest measures to address these needs and to improve the interface of the private sector with S&T organizations in the public sector and to suggest how the private sector can effectively utilize services offered by public sector S&T organizations. To suggest measures to induce the private sector to invest in R&D.

Semiotics deployed two members team to examine the current S&T system, assessed its effectiveness and impact of R&D organisations on the national economy; (ii) recommended measures for improvement in management and planning and financing of the S&T system and effective utilization of facilities available in S&T organizations. Prepared draft and final report.
