Strengthening Portfolio Performance and Monitoring – ADB TA

PROJECT DESCRIPTION

The TA aimed at  strengthening  the portfolio performance and monitoring capacity of the Project Wing of FPDD and the M&E units and cells of PPDDs and PPDB in four provinces by   (i) streamlining  the system of internal clearances, (ii) improving  the efficiency of the system to recruit and retain key project staff during project implementation; (iii) expediting  procurement and consultant selection by simplifying decision-making procedures and delegation of authority; (iv) strengthening  the monitoring system of portfolio performance by developing a comprehensive MIS on key project activities for sustained information flow among stakeholders, (v) providing training to concerned officials for effective portfolio monitoring.

 

DETAILED DESCRIPTION OF SERVICES PROVIDED

  • Deployed a team of four consultants, established a TA implementation office, procured and equipped the project office, managed the consultants’ team,
  • Prepared and implemented capacity building plan to strengthen the monitoring system of portfolio performance
  • Assisted federal and provincial governments in streamlined the system of internal clearances for development projects
  • developed a comprehensive MIS and linked with the provincial M&E units
  • Prepared and procured hardware and software for running of MIS
  • Prepared plan for improving the efficiency of the system to recruit and retain key project staff during project implementation
  • Prepared the Draft and Final Reports
