JICA Project Terminal Evaluation

PROJECT DESCRIPTION

JICA’s Project was on Improvement of Public Administration for Local Government in Punjab (e.g. Hafizabad) with the objective to promote democratic and participatory ways of governing through promoting the implementation of the Citizen Community Board (CCB) Programme. JICA Devolution Support Project (JICA-DSP) and Hafizabad District Government taking Hafizabad as the project area formulated a CCB Improvement Plan (CIP) based on a socio-economic survey of Hafizabad and discussions with district officials to address issues faced by CCB programme in the district. Semiotics was commissioned to do project terminal evaluation.

 

DETAILED DESCRIPTION OF SERVICES PROVIDED

Quantitative and qualitative approach of data gathering, applied for the terminal evaluation study. Information gathered from households, Community Development Network members (CCB representatives, NGOs, representative of community groups), district government officials, local government representatives, Project staff, and JICA-DSP officials. In the evaluation planning phase evaluation plan formulated and in the implementation phase data collected, analysed and interpreted.
